A town that has a well protected city, with “citizens”, and an outlying non-citizen area. Citizens are scored on B.A.B. (Brawn, Ability, Brains). This forms an overall ranking. New citizen candidates need to beat the lowest ranked person in all 3. They are then citizens, at the lowest rank, and old member is thrown out.
Brawn (arm wrestling, unarmed fight, special fight [last challenge, may use item from ability test]) Ability (make a usable item: survival, medicine, repair [stimpack] for example. Must use 3 skills) Brains (puzzle, general knowledge, writing).
